Her work moves quickly to meet emerging needs, redesigning large scale housing programs, reorganizing housing portfolios, and strengthening grants management processes so that funding translates into real impact on the ground. With a command of public administration that spans finance, policy, and service delivery, she brings a well rounded perspective to every engagement, helping organizations build the capacity to effectively administer federal, state, and local funding.
She has provided technical assistance to the states of Hawaii and Louisiana in building the infrastructure needed to support grant management and service delivery, ensuring the rapid and efficient disbursement of funds and maximizing their impact on communities in need. Among her current engagements, she works closely with the Regional Task Force on Homelessness in San Diego and Housing Forward in Dallas, helping both organizations scale rehousing efforts through braided funding strategies and centralized, coordinated systems of care.
Darlene's work is deeply rooted in a commitment to respecting the dignity of all vulnerable populations. She holds a Master's Degree in Public Administration and Urban Planning from the Andrew Young School of Public Policy at Georgia State University and a certificate in Management from Cornell University.
