DARlene Mathews, CEO
Darlene's expertise in financial and grants management has been instrumental in strengthening the capacity of organizations to effectively administer federal, state, and local funding. She has provided technical assistance to the states of Hawaii and Louisiana in building the infrastructure needed to support grant management and service delivery, ensuring the rapid and efficient disbursement of funds and maximizing their impact on communities in need. She has also provided strategic guidance to Los Angeles and Seattle on master leasing and centralized housing approaches. Today, she works closely with the Regional Task Force on Homelessness in San Diego and Housing Forward in Dallas, helping both organizations scale rehousing efforts through braided funding strategies and centralized, coordinated systems of care.
Darlene is also a recognized leader in disaster response, serving on the HUD Special Needs Assistance Programs (SNAPS) Disaster Technical Assistance Team, where she provides critical support in the wake of catastrophic events and public health emergencies. Her leadership extended to HUD's COVID-19 response strategy for individuals experiencing homelessness, where she provided nationwide technical assistance to Continuums of Care in developing effective response plans. Her contributions to this effort included co-authoring HUD's three-part Infectious Disease Toolkit (March 2020) and the influential study, "Establishment of Isolation and Noncongregate Hotels During COVID-19 and Symptom Evolution Among People Experiencing Homelessness," published in the Journal of Public Health Management and Practice.
Darlene's work is deeply rooted in a commitment to respecting the dignity of all vulnerable populations. She holds a Master's Degree in Public Administration and Urban Planning from the Andrew Young School of Public Policy at Georgia State University and a certificate in Management from Cornell University.
