DARlene Mathews, CEO

Darlene has delivered new conceptual structures to rebuild portfolios of human services in the areas of homelessness, special needs housing and disaster recovery housing.  Darlene has served as the Deputy Director for Policy & Programs for the Community Partnership for the Prevention of Homelessness in Washington, D.C.  In that capacity, she directed a $60 million portfolio of homeless programs and managed D.C.’s nationally recognized Homeless Management Information System (HMIS).  

Darlene has led engagements in Atlanta, GA and San Diego, CA to support local efforts to contain fatal infections that were disproportionally impacting special needs populations. She has also worked with the City of New Orleans, the State of Louisiana and the Commonwealth of Puerto Rico on disaster recovery housing initiatives for vulnerable populations. 

Esteban camarena, project manager

Esteban comes from a community organizing background. He has worked on different issue campaigns focusing on reproductive health rights, healthcare enrollment, immigrant rights, voter registration, and census enumeration. He is a first-generation, Mexican American from Tucson, Arizona, and has a Master of Public Administration and a Master of Arts in Latin American Studies. He’s done research in Brazil focusing on public health care policy and the Zika epidemic and served as a Fulbright Scholar. He speaks English, Spanish, and Portuguese. Esteban has a well-rounded approach to engaging with diverse communities based on his personal, academic, and professional experiences.
